Yes, it is difficult if we do not know how. But in my experience it was not difficult, but very easy. But the most difficult is how to get legitimate earning as much if we had approved later. If you do not believe please check with the publisher who had approved.

publishers increasingly need to meet the demands of the target from the advertiser or adword growing number exploded, then
google should quickly multiply publisher, and also to winning the competition with other ad serving like this.
Do youant to be a google adsense publisher? Here are the steps

I. Start with :

1. Make a blog using blogger, and dont write any article first.
2. If the blog is finished, replace the template with an other template that is not auto readmore.
3. Create Analytic google account, attach analytics code in your template.
4. Go to google webmaster tools, submit url of your blog to google, and also url rss feeds to sitemap there.
5. Submit main url of your blog and RSS feeds to BING (now YAHOO has become one BING).
6. Go to google account, write your blog's main url in google profile with anchor text of your blog title.

II. The time to write on (English recomended)

• Create About Me page,
• Write articles about yourself along the page and do not forget TIDE YOUR PHOTOS, IMPORTANT.
• Make the Contact Us page,
• Post your mail there or any phone numbers, chat, or social media, for visitors if they want to contact you.
• Make a Privacy Policy page,
• There you explain your privacy policy as the responsible blog, write DO NOT FORGET that you promised to abide by the Google Adsense Program Policy and will be a publisher with the best.
• (If you've signed up to use the top-level domain with wordpress, surely you know that google ask you to create a page verification of domain ownership by writing a statement appointments filled with links that page as the main url in google adsense registration)
• That is the need for us to make a promise to comply with Google AdSense program policies.
• Make the article content policies are eligible for posting material, at least 10 articles or more, because Google likes rich content of blog. For instance, avoid writing articles that contain the phrase pornography, violence, drugs, and other illicit things, because it will be detected by Google's editorial system.
• Make navigation blog,
• This is important. For example, make a list of the contents in the sidebar to allow users to navigate through all your posts.
• Dispose of accessories or link to anything that is not necessary, because it would only burden the loading of your blog.
• Done.

If your blog has been following the guidelines above, well... I am 100% sure if your blog will be approved by google adsense.
